Reeves highlighted that the timeline of The Penguin occurs during a period of “great turmoil in the city,” just days after the catastrophic events of The Batman, with widespread crime and desperation:

“This is a time of immense chaos in Gotham; the police are stretched thin, and danger is rampant everywhere.”

As Gotham grapples with its devastation, Pattinson’s Batman is portrayed as struggling to cope with the consequences of the Riddler’s actions, feeling a sense of personal responsibility:

“[Batman is] out there trying to process everything that occurred, which he partially blames himself for.”

In the most recent issue of SFX Magazine (via Comic Book Movie), Reeves offered additional insights into the narrative of The Batman 2. He emphasized that the sequel will feature an “epic story about deeper corruption,” taking Bruce Wayne to unexpected new territories:

“We’ve been sharing the script with DC as we’ve developed it, and they are incredibly enthusiastic. It will delve into an epic tale about deeper corruption, uncovering aspects of Bruce Wayne that he never anticipated in the first film.”

The director also noted that the groundwork for this sequel was laid in the prior film, as it reveals new dimensions of Batman’s character, who continuously faces challenges that cannot be fully resolved:

“The seeds of where this goes are all present in the first movie, expanding in a manner that will unveil aspects of the character that audiences have yet to see. Batman is perpetually battling these forces, which can’t be completely banished. The next installment will explore this even further.”

In light of the escalating gang warfare depicted in The Penguin and the shifts within Gotham’s criminal landscape, fans have been pondering Batman’s absence.
